Hong Kong is in a difficult position in view of the Communist successes in China and on other papers we are doing what we can from here to put her into a position of preparedness to face various possible threats to her stability. Whatever happens, the Hong Kong Police face a period of at least considerable vigilance and strain and anything we can do to improve their morale will be to the good.

Unless therefore there are very strong reasons to the contrary, we should approve these promotions. I have put in a draft telegram accordingly. (The Governor asked for a telegraphic reply).

4. I notice that in minutes beginning with that of Mr. Phute's of 20/5/47 on the 1946/47 file and culminating in the issue of (30) on the same file (to which the Governor refers in paragraph 1 of (1)), it was decided to ask for personal record forms. in this sort of case. Such forms have not been sent in the present case. If it is considered that we ought to ask for them perhaps Mr. Carless will add to the telegram.
